Retos de la política cultural en México

Abstract

La creación del Consejo Nacional para la Cultura y las Artes en 1988 representó un punto de inflexión para la política y la gestión cultural en México. En este texto se abordan algunos de los principales cambios que se gestaron, poniendo especial atención en las condiciones de acceso a bienes y servicios culturales, y se mencionan algunos de los principales retos que se enfrentan, tomando en cuenta los resultados alcanzados y el nuevo contexto nacional e internacional. Entre los cambios figuran: una nueva etapa en la institucionalización de la política cultural; una mayor autonomía relativa de gestión del organismo responsable; una transformación de la política de estímulos; un impulso a la descentralización, la institucionalización a nivel estatal y la colaboración entre la federación y los estados; una mayor presencia del tema de cultura en la agenda legislativa; y una creciente profesionalización de la gestión y la promoción cultural. A pesar de estos avances y de contar con un aparato institucional extenso y una vasta infraestructura, una gran proporción de la población se mantiene al margen del acceso a bienes y servicios culturales. Entre los retos que se enfrentan para resolver esta situación se identifican: los cambios jurídico-institucionales; el aprovechamiento de la tecnología digital y la banda ancha; asumir la transversalidad de la cultura para aprovechar mejor su potencial de contribución al desarrollo económico y social; la inserción integral de la cultura en los programas de prevención de la violencia; el fortalecimiento de la relación entre educación y cultura; una mayor atención en la formación de públicos; un mayor y mejor ejercicio del gasto público en cultura; y el fortalecimiento del papel de la sociedad civil.

The creation of the National Culture and Arts Council in 1988 was a turning point for cultural management and politics in Mexico. In this text, some of the main changes that were carried out are dealt with, paying special attention to the conditions of access to cultural services and goods, and some of the main challenges faced are mentioned, taking into account the results obtained and the new national and international context. Among the changes figure: a new stage in the institutionalization of cultural policy; greater autonomy relative to the management of the responsible body; transformation of the policy of incentives; an impulse towards decentralization, institutionalization on a national level and collaboration between the federation and the states; a greater presence of the subject of culture on the legal agenda; the growing professionalization of cultural promotion and management. In spite of these advances and counting on an extensive institutional apparatus and a vast infrastructure, a large proportion of the population remains on the margin of access to cultural services and goods. Among the challenges faced when trying to resolve this situation we can identify: legal-institutional changes; taking advantage of digital technology and broadband; assuming the cross-cutting nature of culture to make better use of its potential for contribution to economic and social development; integral insertion of culture into violence prevention programmes; strengthening of the relationship between education and culture; greater attention to the education of audiences; greater and better exercising of public spending on culture; strengthening the role of civil society.
