The Future of Europe. The Reform of the Eurozone and The Deepening of Political Union
Abstract
Currently the essence of European integration is in crisis : the idea of an open and continuous process in the economy and in the politics. Restart the debate on the basic political model of integration and its democratic modes of articulation is also recovering the very essential aims of the integration process, and the story of the European project. It is proposed in this paper to explicitly discuss a new model of legitimacy to Europe, through a Confederal Pact between States and citizens. The European Confederation could be a new International format for Europe, and at the same time a sound democratic new rebuilding of the EU.
 
Actualmente, la esencia de la integración europea está en crisis: la idea de un proceso abierto y continuo en la economía y en la política. Reanudar el debate sobre el modelo político básico de integración y sus modos de articulación democrática también está recuperando los objetivos esenciales del proceso de integración y la historia del proyecto europeo. En este documento se propone discutir explícitamente un nuevo modelo de legitimidad para Europa, a través de un Pacto Confederal entre Estados y ciudadanos. La Confederación Europea podría ser un nuevo formato internacional para Europa y, al mismo tiempo, una nueva y sólida reconstrucción democrática de la UE.
