abstract = {El autor presenta un recorrido a través del marco jurídico relacionado con el patrimonio cultural y su inserción
dentro de los Derechos Humanos. En nuestros días, el interés por este conjunto de derechos
parece haberse acelerado. Al menos tres factores han contribuido a dicha aceleración. El primero de
ellos es una práctica internacional más profusa, decidida y consistente. El segundo guarda relación con
la emergencia en la agenda internacional de los pueblos indígenas. El tercero tiene que ver con los desa -
rrollos doctrinales de una teoría de los derechos culturales que realce su aporte y de seguridad respecto
de sus alcances respectivos y de las obligaciones que derivan de ellos para los poderes públicos, en el
ámbito internacional y en el interno.},
abstract = {The author presents a summary of the legal framework related to cultural heritage and its incorporation
into Human Rights. Nowadays, interest in this set of rights seems to have accelerated. At least three factors
have contributed to this acceleration. The first of these is a more profuse, decided and consistent international
practice. The second is related to the emergence of indigenous peoples into the international
agenda. The third has to do with the doctrinal development of a theory of cultural rights that its contribution
enhances and of safety with regards to their respective scopes and the obligations derived from them for
public authorities in the internal and international fields.},
