El fallo representó un revés para Bolivia, pero dejó abierta la vía diplomática para la negociación.}, abstract = {The article examines the maritime dispute between Bolivia and Chile, rooted in the War of the Pacific (1879–1884), which deprived Bolivia of sovereign access to the Pacific Ocean under the 1904 Treaty of Peace and Friendship. Since then, Bolivia has regarded its landlocked condition as a structural constraint to national development and has consistently claimed sovereign access to the sea, invoking Chile’s diplomatic undertakings throughout the twentieth century. In 2013, Bolivia filed a case before the International Court of Justice (ICJ), contending that Chile had a legal obligation to negotiate in good faith, based on unilateral acts, official statements, and principles of international law. Chile, in turn, upheld the binding character of the 1904 Treaty and rejected the notion that diplomatic exchanges created legal commitments. In 2018, the ICJ ruled that Chile bore no such obligation, while encouraging dialogue. The judgment marked a setback for Bolivia but preserved the possibility of future diplomatic negotiations.}, publisher = {e-l@tina}, keywords = {conflicto marítimo}, keywords = {Chile}, keywords = {Bolivia}, keywords = {Corte Internacional de Justicia}, keywords = {maritime dispute}, keywords = {International Court of Justice}, title = {El problema marítimo entre Bolivia y Chile.
