%X The analysis of the issue related to the integration of Ceuta and Melilla into the
Customs Union must go beyond the strictly economics aspects to place it in a much broader, political
and strategic framework, which can signifcantly condition the future of both Autonomous Cities and
constitute a signifcant step in the process of normalization of their trade relations with Morocco. It is
therefore necessary to study the main elements of the debate on the appropriateness and desirability
of taking into account the scenario particularly conducive to such effects that has been opened up
under the new road map in Spain-Morocco relations. This road map has been designed following the
recent ofcial visit to the Kingdon of Morocco, on 7th April, 2022, by the President of the Government
of Spain, Pedro Sánchez.
