%0 Journal Article %A Santos da Mota, Gabriel %A Sato, Simone Emiko %T Risco e Capacidade de Enfrentamento no Contexto Transfronteiriço Brasil-Uruguai: Análise Espaço-Temporal Comparada da Vulnerabilidade nos Balneários Aguas Dulces e Hermenegildo %D 2019 %@ 2304-0963 %U http://hdl.handle.net/10498/28753 %X The present work aims to discuss the conditional elements of the genesis of coastal erosion risk areas by analysis of the spatial-temporal evolution of two coastal communities with historical problems related to coastal erosion, but under different political structures: Aguas Dulces (Department of Rocha/Uruguay) and Hermenegildo (Rio Grande do Sul/Brazil). Inserted in the geological-geomorphological context of the quaternary sandy coastal plains of the emergent margin of the Pelotas Basin, this urban cores present evidences of decadal conflicts related in its territory, where the coastal protection, done individually on the beach, sets the coast line and potentiates damages. How was verified, the risk was consolidated as a historical construction, result of the initial omission of local governance over land use planning and the pressures of real estate interest in the form of second homes. Different intervention patterns were recognized in this coastal communities, providing significant advances on the expansion control of risk areas. However, even with the consolidation of avant-garde regulations related to the coastal environment since the 1990s in Brazil and Uruguay, the distance that separates them from their real manifestation is conditioned by political will, a determinant element for effectively reducing disaster risk and improving quality environmental. %K Coastal erosion %K disaster risk %K land use planning %K Erosão Costeira %K Risco de Desastres %K Ordenamento Territorial %~ Universidad de Cádiz
