The article examines the complexity of climate change&#13;
adaptation, particularly in coastal regions, with a specific focus on the Baixada Santista Metropolitan Region in&#13;
southeast Brazil. As an area directly exposed to climate&#13;
risks, this dynamic region provides a valuable case study&#13;
for understanding the challenges and developing governance solutions. The study explores the multi-level governance framework involving national, state, and local policies, examining how organizations within this structure&#13;
interact to address climate change adaptation. The paper&#13;
conducted semi-structured interviews with institutional&#13;
representatives to unravel the dynamics of climate adaptation efforts. Results reveal the absence of a unified climate&#13;
agenda, with interactions primarily manifesting through&#13;
the implementation of public policies, educational projects, and NGO initiatives in local and regional forums. The research identifies barriers, challenges, and recommendations, stressing the imperative for a realignment between&#13;
climate change adaptation and integrated coastal zone management within the metropolitan context. The findings not&#13;
only contribute to comprehending climate adaptation in other coastal urban cities at the metropolitan governance level&#13;
but also provide insights into addressing a diverse range of socio-environmental changes across different levels of engagement in climate policies or adaptation initiatives.

<summary type="text">Mitigation Actions by the Marine Epas Against the Oil Spill on the Northeast Brazilian Coast

Brazil has established Marine Conservation Units to safeguard its biodiversity and regulate the use and occupation of these regions. They are considered a coastal zone,&#13;
thereby being susceptible to disasters such as the oil spill&#13;
that affected the Brazilian coast in 2019. Thus, the present&#13;
research aimed to verify whether the management plans&#13;
of the affected Environmental Preservation Areas (EPA)&#13;
included contingency measures for chemical accidents involving oil, as well as the actions taken by government environmental agencies in terms of the assistance provided.&#13;
Considering the organizations/institutions involved in the&#13;
beach cleaning assistance, we sought to identify whether&#13;
the actions taken for beach cleaning were related to tourism. To achieve this, we conducted searches on the platforms of the Socio-Environmental Institute (ISA), Chico&#13;
Mendes Institute for Biodiversity Conservation (ICM-Bio), Brazilian Institute of Environment and Renewable Natural Resources - IBAMA, State Secretariats of Environment&#13;
and Tourism, and the respective State Governments’ portals. As a result, thirteen EPAs were found in the states of Bahia,&#13;
Pernambuco, and Rio Grande do Norte. No management plans mentioned oil spills; however, the actions carried out&#13;
during the incident were punctual and effective, mitigating major impacts on biodiversity and socio-economic aspects,&#13;
as the beaches are tourist attractions and sources of income for the municipalities. This factor motivated quicker actions&#13;
to prevent larger impacts on the municipalities’ economy and environment. Therefore, revisions of the management&#13;
plans should include provisions for such incidents, enabling decision-making to be more concise and even faster and&#13;
effectively address the damages to these environments.

O Brasil é um dos países que mais consome e descarta medicamentos no mundo. Resíduos farmacêuticos podem apresentar&#13;
potencial efeito deletério na qualidade de águas superficiais e costeiras, na saúde dos organismos aquáticos e em&#13;
toda a população local. De acordo com estudos anteriores em algumas regiões do Brasil, estima-se que grande parte da&#13;
população não tenha conhecimento sobre o descarte adequado de medicamentos. Esse trabalho é um estudo exploratório&#13;
de corte transversal com objetivo de analisar as práticas de armazenamento e descarte de medicamentos e de resíduos&#13;
sólidos de produtos de higiene pessoal pela população de municípios costeiros no litoral Norte do Rio Grande do Sul&#13;
durante a pandemia de COVID-19, através de questionários fechados disponibilizados de forma online. Constatou-se&#13;
que 96% dos respondentes possuem medicamentos armazenados em casa e 61,8% não realizam o descarte adequado.&#13;
O nível de escolaridade e o conhecimento sobre postos de coleta de medicamentos no município de residência foram&#13;
associados ao maior conhecimento sobre os impactos ambientais do descarte incorreto de medicamentos. Uma análise&#13;
georreferenciada nos municípios de Imbé e Tramandaí demonstrou que os postos de coleta estão concentrados nos&#13;
bairros centrais, mas a maioria dos moradores destes bairros não sabe da existência dos postos especializados. Em relação&#13;
ao descarte de produtos de higiene pessoal no vaso sanitário, 4% dos moradores fazem descarte dessa forma de maneira&#13;
ocasional, e os itens mais descartados são papel higiênico, algodão e absorventes íntimos. Os resultados e produtos&#13;
cartográficos resultantes deste trabalho subsidiarão a criação de campanhas de conscientização na comunidade local.; Brazil is one of the countries that most consume and dispose&#13;
of medicines in the world. Pharmaceutical residues&#13;
can have a potential deleterious effect on the quality of&#13;
aquatic and coastal waters and on the health of aquatic&#13;
organisms and the entire population. According to previous&#13;
studies in some Brazilian regions, it is estimated&#13;
that a large part of the population is not aware of the&#13;
proper disposal of medicines. This work is an exploratory&#13;
cross-sectional study that analyzes the disposal practices of&#13;
medicines and personal care products by the population&#13;
of coastal municipalities on the north coast of Rio Grande&#13;
do Sul during the COVID-19 pandemic, by using an online&#13;
survey. We found that 96% of respondents store medicines&#13;
at home and 61,8% do not dispose them properly.&#13;
Education level and knowledge about medicine collection&#13;
sites in the municipality of residence were associated with greater knowledge about the environmental impacts of pharmaceutical waste. A geo-referenced analysis in the municipalities&#13;
of Imbé and Tramandaí showed that medicine collection sites are mainly located in central neighborhoods,&#13;
but most residents of these locations are unaware of the collection sites and do not dispose their medications properly.&#13;
Regarding the disposal of personal hygiene products, 4% of respondents dispose them occasionally in the toilet, and the&#13;
most discarded items are toilet paper, cotton, pads and tampons. The results and cartographic products resulted from&#13;
this work will subsidize the creation of awareness campaigns in the local community.

Se presentan los resultados del análisis del componente “patrimonio cultural costero-marino” en el marco del proyecto&#13;
“Interacciones en la interfase tierra-mar”, cuyo ámbito de acción comprende el tramo costero marino del oeste del&#13;
departamento de Montevideo. La conexión entre la gente y su patrimonio cultural contribuye a reforzar identidades y&#13;
sentido de pertenencia individual y colectivo. Además, fomenta la cohesión social y territorial y el desarrollo local, tanto&#13;
en los ámbitos social como económico. Por lo tanto, el patrimonio cultural debe ser visualizado como un componente&#13;
significativo a la hora de identificar y evaluar las interacciones que ocurren tanto en tierra como en el mar. En este sentido, este trabajo se centró en la identificación del patrimonio cultural material del área de estudio para luego hacer foco&#13;
en las interacciones que los bienes culturales tienen con los diferentes usos y actividades llevadas a cabo en este espacio&#13;
costero-marino. De esta forma, se pretendieron identificar oportunidades y desafíos para incluir al patrimonio cultural&#13;
material en nuevas propuestas de planificación del área, como el ordenamiento territorial, el manejo costero integrado&#13;
y la planificación espacial marina. Para lograr esto, se llevó a cabo un inventario patrimonial del área a partir de la sistematización y georreferenciación de la información recabada. Esto permitió analizar la compatibilidad o conflictividad&#13;
entre los diferentes usos y actividades y los bienes culturales identificados. Los resultados revelan que la diversidad y&#13;
riqueza cultural identificada se ve afectada por diversos factores como el crecimiento urbano, las obras de infraestructura,&#13;
la actividad agropecuaria, la minería y el turismo, entre otros. A ello se suman las deficiencias a nivel normativo, la falta&#13;
de políticas públicas de conservación patrimonial y el modelo de gestión sectorial actual que agravan la situación. Estas&#13;
presiones, que actúan en diferentes escalas y períodos de tiempo, tienen un impacto negativo que pone en riesgo la sostenibilidad del patrimonio. Considerar estas interacciones y los riesgos que ellas suponen se hace fundamental a la hora&#13;
de implementar acciones destinadas a proteger y promover el patrimonio cultural material del oeste de Montevideo.; This paper is about the results of the analysis of the component “coastal-marine cultural heritage” which was carried out as part of the project “Interactions at the land-sea&#13;
interface”. The area of this project comprises the western&#13;
coast and marine section of the department of Montevideo. The connection between people and their cultural&#13;
heritage contributes to reinforcing individual and collective identities and a sense of belonging. In addition, it&#13;
promotes social and territorial cohesion and local development, both social and economic. Therefore, cultural&#13;
heritage must be considered as a significant component&#13;
when identifying and evaluating interactions that occur&#13;
both on land and at sea. In this sense, this work focused&#13;
on the identification of the material cultural heritage of&#13;
the study area to then focus on the interactions that cultural heritage has with the different uses and activities carried out in this coastal-marine space. The aim was to identify opportunities and challenges to include material cultural&#13;
heritage in new planning proposals for the area, such as territorial planning, integrated coastal management and marine&#13;
spatial planning. To achieve this, we developed a heritage inventory of the area based on the systematization and georeferencing of the information collected. This allowed us to analyze the compatibility or conflict between the different uses&#13;
and activities and the cultural heritage. The results reveal that the diversity and wealth of the cultural heritage identified&#13;
is affected by various factors such as urban growth, infrastructure works, agricultural activity, mining and tourism,&#13;
among others. In addition to this, the deficiencies at the regulatory level, the lack of public heritage conservation policies&#13;
and the current sectoral management model, aggravate the situation. These pressures, which act at different scales and&#13;
time periods, have a negative impact that puts the sustainability of heritage at risk. Considering these interactions and&#13;
their risks is essential when implementing actions aimed at protecting and promoting the material cultural heritage of&#13;
western Montevideo.
