The aim of this paper is to address people’s perception&#13;
and conduct facing related climate change effects, and&#13;
how these will improve education, sensibilization, decision-making, and resilience in coastal zones. As a coastal&#13;
city, San Francisco de Campeche, México (SFC) is innately vulnerable to the effects of climate change. Given this&#13;
problem, life experiences, opinions, needs and proposal&#13;
data collections provide a social diagnosis about how people perceive and act, when faced with climate adverse consequences, to enhance their resilience capacity. Our methodological approach used qualitative and quantitative&#13;
methods to better understand people, the social systems’&#13;
nature, and how those integrating factors play key roles&#13;
in and have decisive influences over constantly changing&#13;
quotidian life ways to transform those data into public&#13;
policies and strategies that link environmental changes with social adaptation actions through applying 113 interviews. We also identified the floodable zones of SFC using&#13;
literature and maps and a field guideline to describe each zone. Derived from those natural and cultural figures information we designed SFC’s Action Climate Program (ACP). This agenda directly addresses “Climate Action” sustainable&#13;
development’s objective 13, target 3, by offering environmental education strategies and community collaboration and&#13;
participation for design public policies and decision-making processes for coastal management resilience. We conclude&#13;
that correctly implementing this program will improve people’s capacity to respond and adapt to climate change effects.&#13;
Moreover, active participation in decision making processes offers a second corollary to empower people to reduce risks&#13;
that resolve nagging socio environmental issues in their coastal communities.

A ausência dos instrumentos de planejamento e gestão costeira previstos pelo Plano Nacional de Gerenciamento Costeiro pode resultar maior vulnerabilidade para a zona costeira, em especial em situações insulares, isolamento ou de&#13;
baixa conectividade socioeconômica, como ocorre no município de Guaraqueçaba, litoral norte do Paraná. Por outro&#13;
lado, a disponibilidade de outras ferramentas de ordenamento territorial para os espaços litorâneos oferece orientação&#13;
de uso e ocupação da terra visando atender às demandas da sociedade em relação ao seu espaço vivido. O Plano Diretor&#13;
Municipal é um dos instrumentos de regulamentação territorial implementados, cujo zoneamento municipal (macrozoneamento) juntamente com a lei orgânica municipal e o Sistema Nacional de Unidades de Conservação têm condicionado diretrizes de uso e ocupação territorial dentro de objetivos de desenvolvimento de baixo impacto, conciliando&#13;
obrigatoriamente a conservação da natureza e a harmonização dos modos de vida tradicionais das comunidades caiçaras&#13;
existentes nas Ilhas de Superagui e Peças. Por meio de análise documental, buscou-se estabelecer apontamentos analíticos a fim de representarem orientações técnicas de caráter preliminar para o ordenamento e para a governança da área&#13;
de estudo, visando subsidiar futuros estudos e definições de efetivação da harmonização de direitos em sinergia com a&#13;
agenda de gestão do território tradicional de Guaraqueçaba. A gestão efetiva da zona costeira do município, abrangendo&#13;
o uso sustentável dos seus recursos naturais, está associada à capacidade institucional, em seus diversos entes e níveis,&#13;
em consolidar a organização territorial. Tal capacidade exige uma perspectiva multinível, em que o ente municipal, o&#13;
estadual e o federal devem alinhar-se à previsão normativa, seja nos zoneamentos ou nas agendas de governança. O&#13;
déficit de integração entre tais variáveis demonstra que a conservação não se estabelece meramente pela existência e&#13;
categorização de Unidades de Conservação na região para as áreas, em especial quando houver dupla ou maior afetação&#13;
de instrumentos de ordenamento territorial, mas ao contexto geográfico em que estão inseridas, suas formações naturais e socioculturais e respectivas capacidades de respostas às formas de pressão econômica. O ordenamento territorial&#13;
municipal se mostra como uma demanda inequívoca nesse papel de articulação para a gestão da zona costeira, mais ou&#13;
menos capaz de contribuir para a compatibilização das demandas socioambientais do município, a depender das fortalezas municipais em superar mecanismos de pressão gradativamente presentes no município, em especial relacionados à&#13;
especulação imobiliária para fins turísticos contraditórios.; The absence of coastal planning and management instruments provided for in the National Coastal Management Plan  may  result  in  greater  vulnerability  for  the  coastal  zone, especially in insular situations, isolation, or low socioeconomic connectivity, as is the case in the municipality  of  Guaraqueçaba,  on  the  northern  coast  of  Paraná.  On  the  other  hand,  the  availability  of  other  territorial  planning  tools  for  coastal  areas  offers  guidance  on  land  use  and  occupation  to  meet  society’s  demands  regarding  their  living  space.  The  Municipal  Master  Plan  is  one  of  the territorial regulation instruments implemented, whose  municipal  zoning  (macrozoning)  together  with  the  municipal organic law and the National System of Conservation Units have conditioned guidelines for territorial use  and  occupation  within  low-impact  development  objectives,  obligatorily  reconciling  nature  conservation  and the harmonization of the traditional ways of life of the caiçara communities existing on the Islands of Superagui and Peças.  Through  documentary  analysis,  we  sought  to  establish  analytical  notes  to  represent  preliminary  technical  guidelines for the planning and governance of the study area, aiming to support future studies and definitions of effective harmonization  of  rights  in  synergy  with  the  management  agenda  of  the  traditional  territory  of  Guaraqueçaba.  The  effective management of the coastal zone of the municipality, encompassing the sustainable use of its natural resources, is associated with the institutional capacity, in its various entities and levels, to consolidate the territorial organization. Such capacity requires a multilevel perspective, in which the municipal, state, and federal entities must align themselves with the normative provisions, whether in zoning or governance agendas. The lack of integration between these variables demonstrates that conservation is not established merely by the existence and categorization of Conservation Units in the region for the areas, especially when there is a double or greater allocation of territorial planning instruments, but by the geographic context in which they are inserted, their natural and sociocultural formations and respective capacities to respond to forms of economic pressure. Municipal territorial planning is an unequivocal demand in this role of articulation for the management of the coastal zone, more or less capable of contributing to the compatibility of the socio-environmental demands of the municipality, depending on the municipal strengths in overcoming pressure mechanisms gradually present in the municipality, especially related to real estate speculation for contradictory tourism purposes.

<title>Predicción de Intervenciones en Playas Españolas Mediante Árboles de Decisión</title>

Aunque el uso de grandes volúmenes de datos puede ser un elemento crucial en los estudios de costas, pocos trabajos han&#13;
abordado esta cuestión. El presente artículo emplea una base de datos depurada del catálogo de playas (del Ministerio&#13;
para la Transición Ecológica y Reto Demográfico de España) para elaborar un Árbol de Decisión que arroje luz sobre&#13;
los criterios que guían las actuaciones en las playas de España. El Árbol de Decisión se elabora a través de una técnica de&#13;
aprendizaje automático supervisado que aprende de 40 características y más de 100.000 puntos de datos descriptivos de&#13;
las 3.554 playas españolas. Este trabajo revela la importancia de cada variable a la hora de tomar la decisión de actuar o&#13;
no sobre una playa determinada. El modelo permite entender mejor los criterios con los que el Ministerio toma la decisión con unos niveles de certeza estadísticamente significativos. El conocimiento con antelación de esa decisión crítica&#13;
puede ser utilizado por todos los agentes sociales, económicos y políticos para realizar aportaciones que complementen&#13;
a la actuación planteada por la Dirección General de Costas.; While large-scale data utilization can be a crucial element in  coastal  studies,  few  works  have  addressed  this  issue.  This paper utilizes a refined database from the beach catalogue  (Ministry  for  Ecological  Transition  and  Demographic  Challenge  of  Spain)  to  develop  a  Decision  Tree  that sheds light on the criteria guiding actions on Spanish  beaches.  The  Decision  Tree  is  constructed  through  a  supervised  machine  learning  technique  that  learns  from  40 features and over 100,000 descriptive data points from the 3,554 Spanish beaches. This work reveals the impor-tance of each variable when making a decision (to act or not) on a specific beach. The model allows for a better understanding of the criteria used by the Ministry to make the decision with statistically significant levels of certainty. Early knowledge of this critical decision can be used by all social, economic, and political agents to make contributions that complement the action proposed by the Coastal Directorate.

<title>Patrimonio Paleontológico de los Afloramientos Costeros del Norte de Mar del Plata (Provincia de Buenos Aires, Argentina)</title>

<summary type="text">Patrimonio Paleontológico de los Afloramientos Costeros del Norte de Mar del Plata (Provincia de Buenos Aires, Argentina)

El patrimonio paleontológico en los acantilados costeros del norte de la ciudad de Mar del Plata se encuentra en estado&#13;
de vulnerabilidad debido a factores naturales y antrópicos, situación muy relevante ya que dicho patrimonio forma parte&#13;
de los bienes culturales de la ciudad y la región y su pérdida es insustituible. En este sentido, se realizó un relevamiento&#13;
fotográfico de los fósiles de animales que forman parte del mismo, caracterizando sus principales atributos, determinando su valor patrimonial, detectando los impactos naturales y antrópicos que lo afectan y proponiendo una serie de&#13;
medidas a seguir para su conservación. Se registraron en su gran mayoría restos de vertebrados a lo largo de las seis playas&#13;
evaluadas, las cuales presentaron diferentes grados de valoración patrimonial. Los impactos más destacados son los que&#13;
provocan su ocultamiento, tales como la acumulación de arena, la cubierta vegetal y las obras de infraestructura urbana.; The  paleontological  heritage  that  lies  on  the  coastal  cliffs of northern Mar del Plata is in a state of vulnerability due to natural and anthropic factors. This situation must be  considered  very  relevant  since  said  paleontological  heritage  is  part  of  the  cultural  assets  of  the  city  and  its  surroundings  and  its  loss  is  irreplaceable.  Hence,  a  photographic  survey  of  the  animal  fossils  that  compose  this  paleontological heritage was carried out, characterizing its main attributes, determining its heritage value, detecting the natural and anthropic impacts that affect it, and proposing a series of measures to be followed for its conservation. Manly vertebrate fossils were recognized along six beaches  with  different  degrees  of  patrimonial  valuation.  The  most  outstanding  impacts  are  those  that  cause  their  concealment, such as sand accumulation, vegetation cover and urban infrastructure works.
