The first project to create public libraries emerged as part of the legislative work of the liberal members of the Cádiz Parliament. This initiative was quashed by Ferdinand VII and the more conservative groups when royal autocracy was restored. After years of darkness, the ecclesiastical confiscations of Mendizabal y Madoz reopened the way for the creation of public and people’s libraries. The revolution of 1868 helped provide great impetus to the spread of these educational and cultural institutions, and the advent of the Second Republic implied the definitive recognition of education and culture as fundamental endeavours for improving the quality of life of city inhabitants and, above all, of many villages in Spain which had hitherto been condemned to marginalisation and oblivion. Those responsible for the Franco coup considered many of the men and women who had given the best of themselves to spread culture through books as their enemies.
