En este ARI se propone que España tome una doble iniciativa: (1) diferenciar los estatutos entre las ciudades, por una parte, y los peñones e islas, por otra, con un desarrollo normativo interno específico para este último bloque de territorios; y (2) involucrar a la UE y eventualmente a Marruecos en la gestión medioambiental de las islas y peñones. | dc.description.abstract | The status of the cities, islands and rocks of Spain in Africa is problematic, particularly with regard to the islands and rocks. In general, Spain's position on Moroccan territorial claims has been reactive, so it has always ceded the initiative to Morocco. This ARI proposes that Spain take a double initiative: (1) differentiate the statutes between cities, on the one hand, and the rocks and islands, on the other, with a specific internal normative development for this last block of territories; and (2) involve the EU and eventually Morocco in the environmental management of the islands and rocks. In this way, the EU could act as an external sweetening factor for bilateral territorial issues, which are potentially the most dangerous for complex Spanish-Moroccan relations. | en_US |
