Abstract
Tras dos años con una legislación estatal vigente que en España reconoce y regula la existencia de los medios de comunicación libres y comunitarios (es decir, del Tercer Sector de la Comunicación), ninguna administración autonómica ha concedido licencias a proyectos sin ánimo de lucro. Por tanto, este artículo pretende hacer un recorrido por el antes y el después de la publicación en democracia de la primera norma general estatal audiovisual que, al menos en un primer momento, parecía establecer los inicios de un camino que desembocaría en la obtención de licencias y en la normalización del sector libre y comunitario. After two years with an approved state legislation that in Spain recognizes and regulates the existence of free and community media (it means, of the Third Media Sector), no regional administration has granted licensed to non-profit projects. Therefore, this article seeks to make a tour of prior to and after publishing in the spanish democracy the first general audiovisual law which, at least in first times, seemed to establish the beginnings of a path that would lead the process of obtaining licenses and the standardization of the free and community media sector. However, in spite of appearing in the legal theory, this situation has not become a reality in the practice by the public administrations in charge.
