Ciudadanía y participación cultural: dos horizontes dialogantes para la democracia en la cultura.

Abstract

Entre las distintas conceptualizaciones sobre la cultura que han alimentado en Chile el devenir institucional del recientemente creado Ministerio de las Culturas, las Artes y el Patrimonio, sin duda la de «ciudadanía cultural» constituye la más fecunda. En el presente texto ofrecemos una lectura respecto a la manera en que esta concepción —puesta en circulación en los años noventa desde la División de Cultura— anidó en el proyecto de desarrollo de la Encuesta Nacional de Participación Cultural 2017. Esto, desde lo que hemos considerado un salto cualitativo y epistemológico de este instrumento de medición, buscando ampliar sus capacidades para representar la diversidad cultural y territorial del país.

The term ‘cultural citizenship’ is one of the richest cultural concepts that emerged during the recent creation of the Ministry of the Cultures, Arts and Patrimony of Chile. The concept was coined in the 1990s by the Culture Division of the Ministry. This article delivers an account of how cultural citizenship resonated as an idea with the process of development of the National Survey of Cultural Participation 2017. The article thus discusses the ongoing epistemological changes of the survey towards qualitative science as a way to widen its capacity to represent the cultural and territorial diversity of Chile.
