El Plan Nacional para el Combate a la Basura en el Mar en el estado de Rio Grande del Norte/Brasil: Problemática ambiental y participación ciudadana

Abstract

El presente trabajo tiene como objetivo principal contribuir al análisis de las políticas públicas orientadas a la sostenibilidad en el estado de Rio Grande del Norte (RN, Brasil), analizando el Plan Nacional para el Combate a la Basura en el Mar (PNCBM) que tiene como objetivo la participación social y la educación ambiental en Brasil. Así siendo, fueron investigados de forma sintética las características del estado objeto, así como realizado un diagnóstico sintético de la problemática ambiental marítima y la efectividad de la participación ciudadana en las acciones del PNCBM utilizando, para eso, el método de investigación descriptivo-exploratoria con levantamiento de datos bibliográficos. De esa forma, se pudo concluir que aún falta incentivo a la participación ciudadana y compromiso de la administración pública en las acciones del Plan y con la publicación accesible de los datos para seguimiento, contribuyendo para la promoción del Plan, así como para la transparencia en la gestión pública y participación de la sociedad en los servicios innovadores a los ciudadanos.

The main objective of this paper is to contribute to the analysis of sustainable public policies in the state of Rio Grande do Norte (RN, Brazil) hence, it was analysed the National Plan to Combat Marine litter (PNCBM) whose main objective is social participation and environmental education in Brazil. Thereby, in this paper was investigated, in a synthetic way, the state of RN, describing a synthetic diagnosis of the maritime environmental problem and the effectiveness of citizen participation in the actions of the PNCBM. These analyses were carried out, using, for this, the descriptive-exploratory research method using mainly bibliographic data. In this way, it can be concluded that there is a lack of incentive for citizen participation and commitment of the public administration in the actions of the Plan and with the accessible publication of the data for follow-up that contributes to the promotion of the Plan as well as to the transparency in the management public and participation of society in innovative services for citizens.
