Proceso de Zonificación de la Playa Las Palmas del Cantón Esmeraldas, Provincia de Esmeraldas, Ecuador, Correspondiente al Período del 2017- 2019

Abstract

Mediante la herramienta de Manejo Costero Integrado, la Municipalidad de Esmeraldas con el apoyo técnico tanto del Ministerio del Ambiente y Agua - MAAE, como del Proyecto Marino Costero - Conservación Internacional, MINTUR y FLOPEC, se implementó el proceso de Zonificación de la playa Las Palmas, del Cantón y Provincia de Esmeraldas. Dicha playa se encuentra ubicada en el centro de la ciudad y en la zona adyacente al Refugio de Vida Silvestre Manglares Estuario Río Esmeraldas, área altamente intervenida por ser el principal sitio de distracción de la población, con la finalidad de implementar el proceso que permita el ordenamiento de actividades recreativas y de conservación, que aseguren el arribo y anidación de las tortugas marinas, especies migratorias que se encuentran en estado vulnerable de acuerdo a la Lista Roja de la Unión Internacional para la Conservación de la Naturaleza (UICN), y el fortalecimiento del desarrollo turístico. Para el efecto se precisaron criterios como la zona de mayor anidación, presencia de amenazas antrópicas, conflictos de usos, falta de regulaciones, identificación de actores claves, características de la playa, capacidad de carga y actividades permitidas y no permitidas. El análisis de cada uno de ellos para la determinación de la zonificación, se generó mediante el levantamiento de información técnica en campo, análisis de información existente, implementación de técnicas participativas (reuniones, talleres, evaluaciones interinstitucionales y procesos participativos con los actores clave), además del registro fotográfico, a través de un Dron, sobre los usos que se generan en cada una de ellas . Se concluye que la zonificación de la playa es una estrategia de manejo, para el ordenamiento de las actividades que allí se realizan, orientadas a la conservación de las especies migratorias y el desarrollo turístico, a través de la participación de los actores claves y definición de criterios técnicos, socioeconómicos y de gobernabilidad.

Through the Integrated Coastal Management tool, the Municipality of Esmeraldas, with technical support from both the Ministry of the Environment and Water - MAAE, and the Coastal Marine Project - International Conservation, MINTUR and FLOPEC, implemented the Las Palmas beach zoning process, of the Canton and Province of Esmeraldas. This beach is located in the urban perimeter of the city and in the area adjacent to the Manglares Estuario Río Esmeraldas Wildlife Refuge, an area highly intervened because it is the main distraction site for the population, in order to implement the process that allows the organization of recreational and conservation activities that ensure the arrival and nesting of sea turtles, migratory species that are in a vulnerable state according to the Red List of the International Union for Conservation of Nature (IUCN), and the strengthening tourism development. For this purpose, criteria such as the area of greatest nesting, presence of anthropic threats, conflicts of use, lack of regulations, identification of key actors, characteristics of the beach, carrying capacity, and permitted and prohibited activities were specified. The analysis of each one of them for the determination of the zoning was generated through the gathering of technical information in the field, analysis of existing information, implementation of participatory techniques (meetings, workshops, inter-institutional evaluations and participatory processes with key actors), in addition to the photographic record through a drone, on the uses that are generated in each of them. It is concluded that the zoning of the beach is a management strategy, for the ordering of the activities carried out there, aimed at the conservation of migratory species and tourism development, through the participation of key actors and the definition of technical, socioeconomic and governance criteria.
