El Sistema Nacional de Pensiones y la política de endeudamiento en el Perú: financiamiento de las reformas paramétricas en crisis pandémica

Abstract

En el presente trabajo se analiza el problema del financiamiento de las reformas paramétricas realizadas al Sistema Nacional de Pensiones (SNP) del Perú, en el periodo de la pandemia, para lo cual, se inicia con un estudio sobre el estado en el que se encuentra el SNP y cómo llega al contexto de la pandemia; posteriormente, se examina el proceso de implementación delas reformas paramétricas, a través de la revisión crítica del proceso de promulgación de la Ley N° 31083 y 31301, haciendo énfasis en el problema de su financiamiento. Teniendo en cuenta ello, se desarrolla un análisis comparativo para comprender las posiciones, contradicciones y causas que sirvieron para justificar dichas reformas paramétricas y cómo el problema del financiamiento se verá resuelto a través de la política del endeudamiento. A partir de ello, se examina el creciente entrelazamiento entre la política previsional y la política de endeudamiento, con el objetivo de delinear una perspectiva al problema del financiamiento, la cual, deberá ser ligada a transformaciones que incidan en la estructura económica, que impulsen el desarrollo nacional y permitan la construcción de una seguridad social genuina

In the present work, the problem of financing the parametric reforms carried out to the National Pension System (SNP) of Peru, in the period of the pandemic, is analyzed, for which, it begins with a study on the state in which it is found. the SNP and how it reaches the context of the pandemic; subsequently, the implementation process of the parametric reforms is examined, through a critical review of the enactment process of Law N° 31083 and 31301, emphasizing the problem of its financing. Taking this into account, a comparative analysis is developed to understand the positions, contradictions and causes that served to justify these parametric reforms and how the financing problem will be solved through the debt policy. From this, the growing intertwining between the pension policy and the debt policy is examined, with the aim of outlining a perspective on the problem of financing, which should be linked to transformations that affect the economic structure, that promote the national development and allow the construction of genuine social security
