The coexistence in time of some Francoist local corporations with the evolution of the reformist process and its constituent continuity, represented a trance of institutional difficulty fueled by the delay in the call for municipal elections. The diversity experienced between some inherited bodies, others that were democratic, and the emergence of a new territorial organization of the State, meant a moment of turmoil and instability for some local bodies that were forced to extend their mandates. This work addresses the uniqueness of the corporate crisis that was experienced in this context in the city of Jerez de la Frontera with the resignation of Jesús Mantaras in 1978
