Abstract

hate crimes perpetrated for reasons of racism, xenophobia, ideology, religious beliefs, or sexual orientation constitute a reality that has increased by 45% since 2013. The figures grow exponentially while those who hold the position of perpetrators and Victims are increasingly younger, people at risk, and in general, all those who belong to a par-ticularly vulnerable group. This upturn, added to the impact of disruptive technologies and the wide scope of these when it comes to generating a harmful result, have caused enormous concern in global society regarding the legal and procedural treatment of this type of conduct.
