The object of this essay is to share a reflection on the link between the phenomena of energy
poverty, territorial planning and the urban system in the case of the state of Hidalgo. It is
observed that the public agenda does not contemplate the topic of energy poverty in its
entirety. It is established that the theme is part of a metropolitan phenomenon related to the
evolution of societies and cities, which requires treatment within of official documents such
as the Human Settlements Law, the Urban Image Law and the State Development Plan. The
result that is intended to be shared refers to highlighting the link between the aforementioned
phenomena and sharing part of the structure that makes up the urban land use system for
Hidalgo.
