Patrimonio Cultural Costero-Marino del Oeste de Montevideo. Un Enfoque Basado en las Interacciones Tierra-Mar

Abstract

Se presentan los resultados del análisis del componente “patrimonio cultural costero-marino” en el marco del proyecto “Interacciones en la interfase tierra-mar”, cuyo ámbito de acción comprende el tramo costero marino del oeste del departamento de Montevideo. La conexión entre la gente y su patrimonio cultural contribuye a reforzar identidades y sentido de pertenencia individual y colectivo. Además, fomenta la cohesión social y territorial y el desarrollo local, tanto en los ámbitos social como económico. Por lo tanto, el patrimonio cultural debe ser visualizado como un componente significativo a la hora de identificar y evaluar las interacciones que ocurren tanto en tierra como en el mar. En este sentido, este trabajo se centró en la identificación del patrimonio cultural material del área de estudio para luego hacer foco en las interacciones que los bienes culturales tienen con los diferentes usos y actividades llevadas a cabo en este espacio costero-marino. De esta forma, se pretendieron identificar oportunidades y desafíos para incluir al patrimonio cultural material en nuevas propuestas de planificación del área, como el ordenamiento territorial, el manejo costero integrado y la planificación espacial marina. Para lograr esto, se llevó a cabo un inventario patrimonial del área a partir de la sistematización y georreferenciación de la información recabada. Esto permitió analizar la compatibilidad o conflictividad entre los diferentes usos y actividades y los bienes culturales identificados. Los resultados revelan que la diversidad y riqueza cultural identificada se ve afectada por diversos factores como el crecimiento urbano, las obras de infraestructura, la actividad agropecuaria, la minería y el turismo, entre otros. A ello se suman las deficiencias a nivel normativo, la falta de políticas públicas de conservación patrimonial y el modelo de gestión sectorial actual que agravan la situación. Estas presiones, que actúan en diferentes escalas y períodos de tiempo, tienen un impacto negativo que pone en riesgo la sostenibilidad del patrimonio. Considerar estas interacciones y los riesgos que ellas suponen se hace fundamental a la hora de implementar acciones destinadas a proteger y promover el patrimonio cultural material del oeste de Montevideo.

This paper is about the results of the analysis of the component “coastal-marine cultural heritage” which was carried out as part of the project “Interactions at the land-sea interface”. The area of this project comprises the western coast and marine section of the department of Montevideo. The connection between people and their cultural heritage contributes to reinforcing individual and collective identities and a sense of belonging. In addition, it promotes social and territorial cohesion and local development, both social and economic. Therefore, cultural heritage must be considered as a significant component when identifying and evaluating interactions that occur both on land and at sea. In this sense, this work focused on the identification of the material cultural heritage of the study area to then focus on the interactions that cultural heritage has with the different uses and activities carried out in this coastal-marine space. The aim was to identify opportunities and challenges to include material cultural heritage in new planning proposals for the area, such as territorial planning, integrated coastal management and marine spatial planning. To achieve this, we developed a heritage inventory of the area based on the systematization and georeferencing of the information collected. This allowed us to analyze the compatibility or conflict between the different uses and activities and the cultural heritage. The results reveal that the diversity and wealth of the cultural heritage identified is affected by various factors such as urban growth, infrastructure works, agricultural activity, mining and tourism, among others. In addition to this, the deficiencies at the regulatory level, the lack of public heritage conservation policies and the current sectoral management model, aggravate the situation. These pressures, which act at different scales and time periods, have a negative impact that puts the sustainability of heritage at risk. Considering these interactions and their risks is essential when implementing actions aimed at protecting and promoting the material cultural heritage of western Montevideo.
