Cooperation between the European Union and the African, Caribbean and
Pacific countries is part of a long tradition dating back to the 1960s. However,
although the European Union has a wide variety of agreements with third
countries, the distribution of rights to these nationals has not been equal
or uniform. The Schengen Agreements certainly helped to define the legal
status of third-country nationals with regard to the movement of persons,
but several decades after their adoption many questions remain to be resolved.
