Abstract
As a consequence of the coronavirus disease 2019 (COVID-19) pandemic2 , the international community is facing a substantial crisis that is likely to generate significant mutations in the international order as we know it. The pandemic has come to remind us in a clear and unquestionable way of the vulnerability of people and the planet to global threats.
