La proyección europea de Ceuta y Melilla en las instituciones, asociaciones y redes de regiones y ciudades europeas

Abstract

En este artículo realizaremos un análisis con propuestas de la situación actual y necesidades a corto y medio plazo de una de las vías para reforzar la proyección europea de Ceuta y Melilla, a través del marco institucional de la Unión Europea, del Consejo de Europa y de otras organizaciones internacionales, así como en las redes de entidades locales y regionales de ámbito europeo. Tras realizar nuestro análisis, hemos comprobado que hay participación de Ceuta y Melilla en los procesos de toma de decisiones en el Consejo y a través de las Cortes Españolas, pero que podría ser mayor, y que podría incluir una participación en la toma de decisiones en la Comisión. También comprobaremos que Ceuta y Melilla no forman parte del Comité de las Regiones, aunque esta posibilidad se ha planteado. Asimismo, hay una participación de las ciudades autónomas en el Congreso de Autoridades Locales y Regionales del Consejo de Europa. En cuanto a la participación en redes y asociaciones de entidades locales y regionales, la participación de Ceuta y Melilla es mínima.

In this article we will carry out an analysis with proposals of the current situation and short- and medium-term needs of one of the ways to strengthen the European projection of Ceuta and Melilla, through the institutional framework of the European Union, the Council of Europe and other international organisations, as well as in the networks of local and regional entities at European level. After carrying out our analysis, we have found that Ceuta and Melilla participate in the decision-making processes in the Council and through the Spanish Parliament, but that this could be greater, and could include participation in decision-making in the Commission. We will also note that Ceuta and Melilla are not part of the Committee of the Regions, although this possibility has been raised. Likewise, there is participation of the autonomous cities in the Congress of Local and Regional Authorities of the Council of Europe. In terms of participation in networks and associations of local and regional authorities, Ceuta and Melilla’s participation is minimal.
