This study analyses the digital divide phenomenon across three levels: access, use and
exploitation, comparing the Pacific Alliance countries (Mexico, Colombia, Peru and Chile)
with a southern European block (Portugal, Spain, Italy and Greece). By contrasting indicators
of infrastructure, digital skills and employability in the ICT sector, the study examines the structural differences between each country and block regarding the degree of digital
integration. Internal inequalities persist in both blocks, as does the heterogeneity of
connectivity. It is observed that digital skills are not solely related only by the force of the
economic investment of a country in educational processes. The quality of connection,
motivation for digital formation and low employability contribute to perform a deeper digital
divide in the third level between the European and the Latin American blocks. These findings
provide evidence of the multidimensional nature of the digital divide, reinforcing the need
for country-specific strategies to achieve a digital society.
