This Note examines the establishment, development, and current status of the
United Nations Mission for the Referendum in Western Sahara (MINURSO). Created in 1991 by
the UN under Resolution 690, its main objective was to conducta self-determination referendum
for the Sahrawi people. Over time, the mission has expanded its functions to include a partial
human rights monitoring and the implementation of confidence-building measures, despite
resistance from Morocco to this expansion, all in the context of the Security CouncilResolutions
that have guided and legitimized the Mission's actions. The note highlights the challenges faced
by MINURSO, including the lack of progress in organizing the referendum and the tensions
between Morocco and the POLISARIO Front.
